VEHICLE ENGINEERING SERVICES

The year under review has been a year of consolidation and steady business for the Vehicle Engineering Division. It has retained all its existing clients and businesses and further improvements are continuously being made through streamlining and restructuring. It has completed Phase three
of its internal reorganisation and restructuring programme with positive results in productivity improvement. The SAR Government's Voluntary Retirement scheme also saw a net reduction of some 80 headcount in this division, contributing to the division's cost controls in the coming year.

Building on its dual strengths for safety and reliability, the division continues to excel in specialist vehicle design and procurement. One example is in its assistance to the Project Division in the design and procurement of the two mobile X-ray scanner vehicles for the Customs & Excise Department. The division will be responsible for the future maintenance of these units.

A refuse collection truck which we maintain for the Food and Environmental Hygiene Department. Specialist vehicle maintenance is one of our strengths.

The demand for specialist vehicle design and modification is strong.
For example, the division provides design and modification services for a mobile command unit used in major emergency situations by the Fire Services Department (FSD). It has also procured a whole new fleet of FSD ambulance motorcycles and Police motorcycles, scheduled for delivery in 2001/02.

To increase the stability of its business, the division has entered into long-term service agreements with a number of clients such as the
Post Office and Fire Services Department. Service quality and prices
are constantly reviewed to ensure that they are on par with comparable service providers in the market.

When Phase four of the EMSTF's untying programme takes place in August 2002, all the division's clients will be given the choice to opt for competing suppliers in the market. To prepare for a total opening up
of the market, the division is committed to an on-going programme of productivity enhancement, cost control, staff re-training and skills enhancement. Now two years into the EMSTF "untying" programme, client departments have come to recognise the value, reliability and integrity of the services provided by this division. It is in this context that the Vehicle Engineering Division will continue to improve and strengthen its unique role in serving the public sector vehicle fleet.
