Hosting the Joint Meeting of Expert Groups of the Asia-Pacific Economic Cooperation Energy Working Group
Representing Hong Kong, China, the EMSD successfully hosted the first joint meeting of the four Expert Groups under the Asia-Pacific Economic Cooperation (APEC) Energy Working Group in Hong Kong in April 2025. The APEC Workshop on Promoting Energy Efficiency Enhancement in Electricity Generation and the 8th Oil and Gas Security Network Forum were also held at the same time. The flagship event brought together over 100 experts and delegates from 18 APEC member economies and four international organisations to share and exchange on topics such as energy and sustainable development. This meeting of historic significance fostered deepened international co-operation and fully demonstrated Hong Kong’s vital role as “Super Connector” and “Super Value-adder” between the Mainland and the international community.
Successful Conclusion of the “Green Schools 2.0 – Energy Smart” Initiative
The “Green Schools 2.0 – Energy Smart” initiative successfully concluded in March 2025, subsidising and assisting 300 schools in the replacement of variable-speed air-conditioners and LED lighting, and the installation of real-time energy monitoring (RTEM) systems. Data obtained from the RTEM systems indicated that the replacement of such devices could save approximately 40 million kWh of electricity every year on average, equivalent to the annual electricity consumption of 12000 three-person households.
Applying Innovation and Technology in the Kai Tak District Cooling System
To enhance the operational and maintenance efficiency of the Kai Tak District Cooling System (DCS) and improve its stability, we developed the DCSmart artificial intelligence (AI) system during the year. This system utilises machine learning technology to analyse users’ cooling demand in the past and integrates weather forecast data to predict future cooling loads. At the same time, by analysing the energy efficiency of various DCS units under different operating conditions, the system formulates the most effective control strategy. Moreover, we have implemented an optical fibre sensing system that employs AI technologies to monitor the conditions of underground pipelines, ensuring stability and reliability of the DCS. This innovation received a gold medal with congratulations of the jury at the 50th International Exhibition of Inventions of Geneva in 2025.
