The Electrical and Mechanical Services Department (EMSD) is a department of the Government of the Hong Kong Special Administrative Region of the People’s Republic of China, committed to providing electrical and mechanical (E&M) services. The EMSD comprises two functional units: Regulatory Services (RS) and Trading Services, with the latter also known as the Electrical and Mechanical Services Trading Fund (EMSTF). Through a combination of professional, comprehensive and cost-effective E&M engineering services, the enforcement of relevant laws and regulations, and public education initiatives, the EMSD strives to enhance community safety and improve our citizens’ quality of life.

As the regulatory body and law enforcement department of the EMSD, the RS team is responsible for ensuring E&M safety and promoting energy efficiency across Hong Kong. It consists of specialised divisions that oversee various areas, including the safety of E&M systems, the gas and railway operations through its regulatory functions, public outreach efforts, and the monitoring of the technical performance and development plans of power companies under the Scheme of Control Agreements. Furthermore, the RS team provides professional advice and technical expertise to the Government on several safety and environmental initiatives.

The EMSTF team remains deeply engaged in delivering high-quality E&M engineering services to various government departments and public entities, spanning a wide range of facilities, including but not limited to hospitals, schools, disciplined services facilities, transport facilities and highways, ports and harbours, airport, government offices and law court buildings as well as public recreational and leisure facilities. The EMSTF team offers full-spectrum support for E&M systems, building services, and electronic systems, covering operation, maintenance, project management and consultancy-related services for E&M facilities.
